Abstract

This discussion paper “Measuring data demand within the public sector” is the first of two papers aimed at fostering the engagement of data.europa.eu re-users from the public sector. It sets the stage for a one-year running campaign featuring several blog posts to be published on data.europa.eu and a data.europa academy webinar on data demand and reuse in the public sector. The second paper will focus on fostering data-driven value creation in the public sector. It will incorporate the insights from the running campaign, draw conclusions and provide policy recommendations on how data.europa.eu can enable and stimulate data re-use by public institutions across Europe.
